Designed to be nomadic, Open Sailing will have no political boundaries or affiliations. The development of Open Sailing is open source (hence its name), however its hierarchy is a "meritocratic adhocracy".

Contributors to Open Sailing are cooperating in the "merit0-adhocratic" institution of the project's current phase.

Collective Rules will need to be established, but by physical Open Sailors; not virtual Open Sailors. Who are they? What are they like?
